Opinions of the General Office of the State Council on Promoting the Coordinated Development of E-commerce and Express Logistics

The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions under the State Council, and agencies directly under the State Council:

In recent years, the coordinated development of e-commerce and express logistics in China has been deepening, promoting the transformation and upgrading of express logistics, improving quality and efficiency, and promoting the rapid development of e-commerce. However, the coordinated development of e-commerce and express logistics still faces problems such as imperfect policy and regulatory system, uncoordinated development, and unsmooth connection. In order to fully implement the spirit of the 19th National Congress of the Communist Party of China, deeply implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implement the new development concept, deeply implement the "Internet + circulation" action plan, and improve the level of coordinated development of e-commerce and express logistics, the following opinions are hereby put forward with the consent of the State Council.

1. Strengthen institutional innovation and optimize the policy and regulatory environment for coordinated development

(1) Deepen the reform of "decentralization, management and service". Simplify the express delivery business licensing procedures, reform the annual report system for express delivery enterprises, and implement the record-filing management of express delivery terminal outlets. Optimize and improve the express delivery business license management information system, and realize the unified handling of license filing matters online. Strengthen supervision during and after the event, and comprehensively implement "double random, one public" supervision. (The National Post Bureau is responsible)

(2) Support policies for innovative industries. Innovate price supervision methods, guide e-commerce platforms to gradually separate commodity pricing from express service pricing, and promote express delivery enterprises to develop value-added services for consumers. (The National Development and Reform Commission, the Ministry of Commerce, and the State Post Bureau are responsible) innovate the management methods of public service facilities, clarify the public attributes of smart express boxes and express terminal comprehensive service places, and provide supporting policies such as land use guarantee for professional, public, platform-based, and intensive express delivery terminal outlets. (3) Complete systems for data sharing between enterprises. Improve data protection and open sharing rules for e-commerce and express logistics, and establish risk assessment, advance notification and advance reporting systems such as data interruptions. On the premise of ensuring the security of consumers' personal information, encourage and guide e-commerce platforms and express logistics enterprises to carry out data exchange and sharing to jointly improve distribution efficiency. (4) Complete collaborative and co-governance management models. Give play to the self-discipline role of industry associations, promote the introduction of industry self-discipline conventions, strengthen the main responsibility of enterprises, encourage the signing of self-discipline commitments, and promote the healthy development of the industry. Guide platform enterprises such as e-commerce, logistics, and express delivery to improve platform service agreements, transaction rules, and credit evaluation systems, truly maintain the order of fair competition, and protect the rights and interests of consumers; Encourage open data, technology and other resources, empower upstream and downstream small, medium and micro enterprises, and achieve open cooperation between industries and enterprises, mutual benefit and win-win results. Second, strengthen planning and guidance, and improve the e-commerce express logistics infrastructure

(5) Strengthen planning coordination and guidance. Comprehensively consider factors such as geographical location, functional positioning, and development level, and make overall plans for the development of e-commerce and express logistics. In view of the characteristics of e-commerce omni-channel, multi-platform, online and offline integration, scientifically guide the construction of express logistics infrastructure and build an express logistics service system that adapts to the development of e-commerce. The land used for warehousing, distribution, distribution and other facilities related to express logistics must comply with the overall land use plan and be included in the urban and rural planning, and the smart express box and the express terminal comprehensive service site shall be included in the relevant planning of public service facilities. Strengthen the effective connection and unified management of relevant plans. (6) Guarantee land for infrastructure construction. Implement the existing relevant land use policies to ensure the land for the construction of e-commerce express logistics infrastructure. Under the premise of not changing the subject of land use and planning conditions, the use of existing real estate and land resources to build e-commerce express logistics projects may remain unchanged for 5 years, and where relevant land use procedures need to be completed after the expiration of 5 years, it may be handled by agreement. (7) Strengthen the construction of infrastructure networks. Guide express logistics enterprises to rely on national and regional logistics node cities, national e-commerce demonstration cities, and express delivery demonstration cities, improve and optimize the layout of express logistics networks, strengthen the construction of network nodes such as express processing centers, aviation and land transportation distribution centers and grassroots outlets, and build an e-commerce express logistics network with reasonable levels, appropriate scale, and matching needs. Optimize the allocation of rural express delivery resources, and improve the rural distribution network supported by county-level logistics distribution centers, township distribution nodes, and village-level public service points. (8) Promote the construction and upgrading of the park. Promote the development of e-commerce parks and express logistics parks, form industrial agglomeration effects, and improve regional radiation capacity. Guide the integrated development of national e-commerce demonstration bases, e-commerce industrial parks and express logistics parks. Encourage traditional logistics parks to adapt to the transformation and upgrading of e-commerce and express delivery industry development needs, and improve the comprehensive management and service level of warehousing, transportation, distribution, information and so on. (All provincial-level people's governments, the National Development and Reform Commission, the Ministry of Commerce, and the State Post Bureau are responsible)

3. Strengthen standardized operations and optimize the management of e-commerce distribution traffic

(9) Promote the standardized operation of distribution vehicles. Encourage all localities to implement unified numbering and marking management of express delivery service vehicles, and strengthen traffic safety education for drivers of express delivery service vehicles. Support express delivery companies to purchase traffic accident insurance for express delivery service vehicles. Standardize the operation and management of express delivery service vehicles. (Each provincial-level people's government is responsible) guide enterprises to use delivery models that meet the standards, and promote the standardization and vanization of delivery vehicles. (10) Facilitating the passage of delivery vehicles. Guide all localities to improve urban delivery vehicle traffic management policies, reasonably determine the passage area and time period, and provide convenience to urban delivery vehicles such as express delivery service vehicles. Promote the improvement of parking, loading and unloading, charging and other facilities in commercial areas, residential areas, colleges and universities, etc., promote time-sharing parking and staggered parking, and further improve the utilization rate of parking facilities. 4. Strengthen service innovation and improve express terminal service capabilities

(11) Promote smart delivery facilities. Encourage the promotion of smart express boxes into projects such as convenience services and livelihood projects, and accelerate the layout of end nodes such as communities, colleges and universities, business centers, and subway stations. Support the transformation of traditional mailboxes, and promote the integration and intelligence of universal postal services and express delivery services. (12) Encourage the intensive service of express delivery terminals. Encourage express delivery enterprises to carry out delivery service cooperation, build comprehensive service venues at the end of express delivery, and carry out joint collection and joint investment. Promote the effective organization and overall utilization of express terminal distribution and service resources, encourage express logistics enterprises and e-commerce enterprises to cooperate with chain commercial institutions, convenience stores, property service enterprises, and colleges and universities, and provide diversified and personalized services such as intensive distribution and online order store pickup. 5. Strengthen standardization and intelligence and improve the efficiency of collaborative operation

(13) Improve the level of application of science and technology. Encourage express logistics enterprises to adopt advanced applicable technologies and equipment, and improve the automation and specialization level of express logistics equipment. (The Ministry of Industry and Information Technology, the National Development and Reform Commission, and the State Post Bureau are responsible) strengthen the application of modern information technology and equipment such as big data, cloud computing, and robots in the field of e-commerce and express logistics, vigorously promote inventory front-loading, intelligent warehousing, scientific loading, and route optimization, and strive to achieve information collaboration and intelligent services. (14) Encourage information interconnection. Strengthen the construction of express logistics standard systems, promote the establishment of data interface standards for all links of e-commerce and express logistics, and promote the integration of facilities and equipment, operation procedures, and information exchange. (15) Promote supply chain coordination. Encourage warehousing, express delivery, and third-party technical service enterprises to develop intelligent warehousing, extend service chains, and optimize the supply chain management of e-commerce enterprises. Develop integrated warehousing and distribution services, encourage enterprises to integrate and apply various information technologies, integrate and share upstream and downstream resources, promote seamless and efficient flow of business flow, logistics, information flow, capital flow, etc., and improve the supply chain coordination efficiency of e-commerce enterprises and express logistics enterprises. 6. Strengthen the green concept and develop a green ecological chain

(16) Promote resource intensification. Encourage e-commerce enterprises and express logistics enterprises to carry out green process reengineering of the supply chain, improve the resource reuse rate, and reduce enterprise costs. Strengthen energy management, establish green, energy-saving and low-carbon operation and management processes and mechanisms, and promote the application of new technologies and equipment such as water saving, electricity saving, and energy conservation in warehouses, distribution centers, data centers, management centers and other places to improve energy utilization efficiency. (17) Promote green packaging. Formulate and implement e-commerce green packaging and reduction packaging standards, promote the application of green packaging technology and materials, and promote the reduction of express logistics packaging. (The Ministry of Commerce, the State Post Bureau, and the National Standards Commission are responsible) to carry out pilot demonstrations of green packaging, cultivate typical enterprises for green development, and strengthen policy support and publicity and promotion. Encourage enterprises to comprehensively use information such as e-commerce transactions and logistics distribution to optimize dispatch and reduce vehicle empty load and transit time. (The State Post Bureau and the Ministry of Transport are responsible) to encourage the express logistics sector to accelerate the promotion of the use of new energy vehicles and fuel vehicles that meet higher emission standards, and gradually increase the proportion of new energy vehicles. All regions and relevant departments should fully understand the importance of promoting the coordinated development of e-commerce and express logistics, strengthen organizational leadership and overall coordination, combine the actual conditions of their regions, departments and systems, implement the policies and measures specified in these opinions, and strengthen research on emerging service formats and relevant policy reserves. Each region should formulate specific implementation plans, clarify the division of tasks, and implement work responsibilities. The Ministry of Commerce and the State Post Bureau should, in conjunction with relevant departments, strengthen work guidance, supervision and inspection to ensure that all measures are put in place.
